Outgoing Victorian Liberal Tim Smith will cross the floor after the Opposition indicated it will support the government in establishing a Treaty - which he labelled as 'divisive tokenism'.
Earlier this month the government said it would introduce legislation to the Parliament with the aim of setting up an independent authority to facilitate Treaty negotiations.
