The 11-year-old was found safe in a city alley, the U.S. Marshals Service says.
Candelita Marie Mitchell-Kebe walked out of a home about 6:20 p.m. in the 600 block of Martins Lane and surrendered to tactical personnel from the Bethlehem Police Department, Supervising Deputy U.S. Marshal Robert Clark told lehighvalleylive.com.
Mitchell-Kebe, of Tobyhanna, is the noncustodial parent and was charged Dec. 30 with felony counts of kidnapping of a minor, interference with the custody of children, concealment of the whereabouts of a child and criminal trespass, Clark and court records said. She was housed in Lehigh County Jail to await further court action, Clark said.
An Allentown-based marshals task force got information about noon that Mitchell-Kebe was at an address on Martins Lane, Clark said. Surveillance was set up and about 1 p.m. the 11-year-old was seen walking on that block with other children and she was safely recovered by marshals deputies, Clark said. One of the other children received a phone call from a woman in the house where Mitchell-Kebe was believed to be and “threatened to shoot police officers if they entered the residence”, Clark said.
The marshals declared the situation a barricade and requested assistance from Bethlehem police, who sent more than 20 officers and a tactical team, Clark said. That contingent included crisis negotiators and special response personnel, Bethlehem police Lt. Nicholas Lechman said. Nearby streets were shut down and negotiations began, Clark said. Hours later, the woman who allegedly made the threat came out and was taken into custody, Clark said. That woman will not be charged with a crime, Lechman added.“This situation could not have been resolved without the Bethlehem Police Department and their tactical team,” Clark said. “They were imperative in supporting the U.S. marshals in bringing the incident to a peaceful resolution.
