With Tasmania's government pledging it's 'committed to improving animal welfare' in abattoirs, experts say all animal cruelty laws must be toughened or another 'puppy farm' outrage will occur.

Animal welfare advocates are calling for tougher animal protection legislation following former workers at a Tas manian puppy breeder, which has since been shut down, telling the ABC they were asked to put live puppies in the freezer.

"Legislation of this kind might penalise those people who cross that legal threshold, but it doesn't prevent it from happening."More than 250 labradoodles have been surrendered following the closure of one of Tasmania's largest dog breeders, with the RSPCA saying it has been "overwhelmed" by the public's response to the problem of finding new homes for the animals.

"In the Ben Yole saga we had a trainer who had appalling conditions, in my opinion, at his training facility, and in the opinion of hundreds of others in the racing community. In that instance the Office of Racing Integrity and the RSPCA said they'd been conducting inspections, but nothing had happened," Mr Winter said.One stable dominates the harness racing industry — sometimes fielding an entire race with its horses.

Mr Winter said the latest example at Tasmanian Labradoodles, where the former workers self-reported to the RSPCA up to six times, is an example of the system being "broken". Animal welfare researcher at the University of Melbourne, Mia Cobb, said it was distressing seeing the video and photos from the puppy farm.

"There's very little specific provisions around puppy farming, for instance, or dogs even and that might be a barrier for them ."
