Yolŋu elder Yingiya Guyula says both the Country Liberal Party and Labor have failed to act on his calls for community-based solutions to violence.A Yolŋu elder and independent member of Northern Territory parliament has claimed successive governments from both sides of politics "have blood on their hands", following a young man's death in remote community violence this week.Police received multiple reports of "large-scale fighting", allegedly involving people armed with edged weapons, between about 2pm and 4pm on Tuesday. Following the death in his home community, independent MLA Yingiya Guyula said the Country Liberal Party and Labor had ignored his calls to properly resource local solutions to violence.He said those solutions included more housing on remote homelands, instead of in overcrowded communities such as Milingimbi, where clans lived alongside each other. "For the last 10 years of my time in the parliament, I've called out to governments — both Labor and the — to resource solutions," Mr Guyula said. "We can move our people to where we used to live … so that we have one-way thoughts and discipline for our one particular clan group, while the other clan groups can look after their own clan groups on their own country. “That is how we used to do it a long time ago and this is what we need to see, that it comes back. It will work if we are listened to."The average number of prisoners in full-time custody in the NT has risen from 1,648 to over 2,800 over the past nine years, with around 90 per cent of prisoners Indigenous. He said elders should be able to establish raypirri camps — a traditional method where offenders learn respect and self-discpline by studying the ways of their forefathers. "Where we can discipline our young people so when they grow up they will be leaders of the future," Mr Guyula said. "I know that the government has blood on their hands right now because they haven't listened to the voices that I have relayed from my communities, from my elders, and what I have been calling for was justice, freedom of choice. "The answer back to us is — 'it's okay, we know what's best for you' — and this is not just CLP, this is Labor and CLP over 10 years," he said. "We know what is best for us and it has happened for many thousands of years until a white man actually came over and started taking powers off us, and walking all over us, and telling us that we should live the way they think is best for us."Mr Guyula also said the government responded differently when non-Indigenous people die in violent incidents, compared to when Indigenous people were killed. "A white death in Darwin will recall parliament and bring urgent action on the back of community calls for action, but deaths in our communities bring zero care for our communities or support for the action that we need to keep our people safe,""I've had a lot of time and a lot of respect for , he works very hard for the people that he represents and for something like this to happen out there at Millingimbi is absolutely tragic," he said. "But this is where the community that need to get together and stand up for what is right in their community. "They need to make sure that they're doing everything that they can do to support each other and support the families to stop this sort of thing happening again because, sadly, sometimes we see payback from these matters.""The CLP Government has walked away from community safety, scrapped local decision making, cut support for law and justice groups and failed to invest in prevention," they said. "There is less support on the ground, no real investment in early intervention, and no commitment to community-led solutions, at a time when communities need it most."
