The release of cabinet papers from 1991 reveal an NT government striving to address concerns about housing affordability and road deaths and the opening of some of the Territory's most iconic institutions.

"These documents are a snapshot … and provide a unique opportunity into decisions that governments of the day were making, and just how different the Northern Territory's landscape was," Arts, Culture and Heritage Minister Chansey Paech said.The year 1991 wasn't just busy at the movies: there was plenty happening locally as well.
"I certainly think just looking at the way in which costs have changed and things are significantly more expensive, is certainly a matter that has drawn some attention," Minister Paech said. "Home ownership in the Territory is still something that all governments in the Territory over the last 30 years have been talking about – how to make it more affordable, or more accessible for everyday Territorians to get into the housing market," Minister Paech said.
The amendments were introduced after a high number of deaths from people riding unrestrained in the load space of vehicles in the previous few decades."Often for many people, whether you were in town or in a remote community, jumping in the back of the ute and heading down to your local store on the corner was something that many Territorians did," Chansey Paech said.MLAs being sworn in at the NT Legislative Assembly in December 4, 1990.
