Former prime minister Scott Morrison says not exercising the powers he had after being sworn into several portfolios proves they were handled “responsibility” and weren’t “abused”.

“I believed it was a prudent responsible action in the middle of a crisis to have these emergency powers in place to ensure that I could exercise the expectations of my responsibilities,” Mr Morrison said during a media conference on Wednesday.

“The expectation was created of that responsibility, and I made sure that I was in a position to act should I have to, and thank goodness that was not necessary, and I think this is a point that is being overlooked. “The non-exercising of these powers proves that they were … there in a reserve capacity to ensure the Prime Minister could act if that was necessary.”

Mr Morrison secretly swore himself into additional portfolios during the pandemic which included health, finance and resources portfolios. 'Now you might be able to make a case for this doubling up of responsibility in a crisis – it's a big ask in my view,' Mr Kenny said. 'There still is a fundamental principle that has been completely ignored here – transparency. 'It is always unwise to give governments unfettered power.'

'I had no reason to suspect that there was anyone other than the Health Minister Greg Hunt, that I was reporting to, and there was no suggestion from the prime mister's office that (there) was any other than that,' he told Sky News host Chris Kenny. 'There is the question of secrecy which I think is probably the broader question in the media at the moment. 'But ... there was no practical impact to the way that we performed our roles as public servants, at least from my perspective.'
