The first stage, which can be supported irrespective of one’s ultimate view on decriminalisation or legalisation, would involve immediately:Reforming the cautioning scheme to create a presumption of diversion from police action for minor cannabis matters and creating an “expiation of offences” law to ensure people not diverted can generally avoid court proceedings, such as occurs with traffic matters.
