While there were a large number of COVID-19-related offenders -an unprecedented range of offenders - the country's overall number of offenders in 2020-2021 fell to the lowest number recorded in 13 years.Mr Milne said the drop in offenders was largely caused by a drop in the number of illicit drug offenders, which fell by 16 per cent from the previous year, and a drop in the number of thieves, which fell 20 per cent on 2019-2020's figures.
