'Vertical cruise ships': Anger in Melbourne as COVID-free towers are locked down

He warned that risks to police could prompt a repeat of the hotel quarantine bungle, in which security guards spread coronavirus throughout Melbourne's northern and western suburbs.

"My understanding has been with the hard lockdown that the additional extra measure and the imposition on rights and liberties is because of infection rates in buildings," he said. He said not all of the nine towers, which are spread across three main sites, had confirmed coronavirus cases. Authorities were still considering how residents might be allowed to leave their flats for fresh air, he said.

North Melbourne public housing resident Idris Hassan also said the decision to lock down buildings without proof of cases was unfair. "It’s not good enough. This hasn’t just sprung up on anybody. Coronavirus has been with us now for four months," he said on Sunday afternoon.

TOTAL LOCKDOWN: More than 3,000 residents unable to leave their homes as COVID cases in Victoria surges | Sky News AustraliaTOTAL LOCKDOWN: More than 3,000 residents unable to leave their homes as COVID cases in Victoria surges | Sky News AustraliaVictorian Premier Daniel Andrews has taken the unprecedented step to lock down 3,000 residents in nine public housing estates in the suburbs of Flemington and North Melbourne for five days from Sunday.\n\nThe extraordinary measures come as Victoria recorded 108 new coronavirus cases in the last 24 hours, the highest since March 28.\n\nThe number of postcodes now under lockdown has risen to 12.\n\n'This is a very significant step. Not one we've had to take before, but it is for the protection of residents and the community,' Mr Andrews said.\n\nApproximately 500 police officers per shift will enforce the lockdown in what Mr Andrews called an 'unprecedented' police response.\n\nPremier Andrews acknowledged the logistical difficulties providing food for over 3,000 people.\n\n'Can I just say to all Victorians these numbers are a very real concern to all of us. That’s why it is so, so important that if you have symptoms you come forward and get tested,' he said.\n\n'If you’re in one of those towers the minister has just read out, you will not be allowed to leave your unit, your dwelling within that tower, for any reason.\n\n'That is not an easy decision to make but it is the appropriate decision to make. If I can draw an analogy, it is not dissimilar to the way aged care facilities are treated if there is a positive case, let alone an outbreak in an aged care facility.'\n \nImage: News Corp Australia
