President Joe Biden is heading to El Paso this weekend — his first trip to the border as president — as his administration rolls out a new plan to manage the unprecedented number of migrants trying to enter the U.S. to seek asylum.

Under the proposal, 30,000 migrants from Venezuela, Nicaragua, Cuba and Haiti will be allowed to enter the country each month. They will be able to apply for entry via a phone app from their home countries, the administration said. At the same time, up to 30,000 migrants from those nations who try to cross the southern border will be sent back to Mexico each month.
"For nearly two years, President Biden and his administration have ignored the crisis at the border,” U.S. Sen. John Cornyn said in a speech on the Senate floor last month. “The President might have actually learned something if he had just taken a few minutes to talk to the people who work and live on the border.”
But the plan is also an expansion of a public health order known as Title 42 that the administration has sought to end since last spring. Under the order, which was put in place by the Trump administration, many migrants are immediately turned away at the border. But the order had not previously covered migrants from the nations covered by the plan. Under a new agreement, they too will be sent back to Mexico.
