On Sunday, 28 cases of COVID-19 had been detected among residents of public housing in Carlton, in Melbourne's inner-north.Mr Memery said Carlton residents had been watching an outbreak and subsequent "hard lockdown" at nine Flemington and North Melbourne towers with concern.was due to concern coronavirus could rapidly spread through the densely populated estatesBy Sunday, there had been 237 cases detected across the Flemington and North Melbourne estates.
