With his eyes set on the 2023 state election, new Labor leader Chris Minns unveils a team made up of mostly women and five newcomers, which he says reflects NSW and will be welcomed by hardened government voters as a competitor.

Former leader Jodi McKay, who resigned after the party's poor showing at last month's Upper Hunter by-election, has refused a senior position, which according to Mr Minns was offered after extensive conversations.

Member for Wollongong Paul Scully has moved from Shadow Minister for Natural Resources to planning, with responsibilities for looking into infrastructure to make life "bearable" for communities. "This is a team that will bring forward solutions on how we can work better for families in areas like Parramatta."Labor member for more than 15 years, Ms Jackson described her responsibilities for water and housing as "a big job" but she was "ready to take up the fight".

Despite spruiking the experience and talent of his new team, Mr Minns has again spoken of the task facing Labor ahead of the 2023 election.
