There were no findings against Cr Enders nor Cr Campbell, with both resigning prior to the finalisation of the investigation. Cr Mick Newell says that, "at no stage through the recruitment process did I ever think that I was doing anything wrong".The report found that while Cr Doyle and Cr Newell believed they had legal advice that the actions of the council's selection panel were acceptable, the panel had failed to manage the risk that Mr Browne's appointment could be perceived as being "tainted by bias".

It said the council should have replaced the recruitment consultant as soon as the conflict of interest became known in early July last year.
