Regional Victoria now only has 47 active cases, including 23 in Colac , six in Greater Geelong , one in Greater Bendigo and none in Ballarat . In metropolitan Melbourne, the 14-day average has dipped to 54.4, Premier Daniel Andrews said at the daily coronavirus update on Monday. In regional Victoria the 14-day average has dipped to 3.9, below its step three target of fewer than five.But for regional Victoria there is a second criterion for its step three - it must record zero mystery cases over the previous 14 days.
The Premier said she did not expect other states to match NSW's capacity, but as pressure mounts for international travel caps to increase, NSW "would have to take resources from elsewhere" to manage such a change in policy. Premier Daniel Andrews on Monday said a $100 million city recovery fund, jointly funded by the City of Melbourne, would offer practical support to small and medium-sized business, and the arts and cultural community.
