One of the lead lawyers for the probe into Victoria's hotel quarantine program has given the strongest signal yet that the inquiry has formed the view the Health Department failed to meet the basic needs of returned travellers who were detained.

He was granted bail to appear before Penrith Local Court on October 12 and has been returned to hotel quarantine.Paul Sakkal Chief Health Officer Brett Sutton suspects there was at least one super spreader of the virus in Victoria.“It’s pretty clear numbers got beyond Victoria’s capacity to deal with every case in a timely way,” Professor Sutton told 3AW radio host Neil Mitchell.
“It was also pretty clear that March was our busiest time during the first wave and you don’t change the entire system and retrain everyone right in the middle of it.”A few numbers are floating around this morning on where Victoria's 14-day average for coronavirus cases is currently sitting.puts the average at 89, but elsewhere the figure being put forward is 86 or 83.
