A referendum on an Indigenous Voice to parliament should take place before a model is finalised, according towho say a change of government has buoyed the chances of constitutional reform.

Investment banker John Wylie says a change of government has buoyed a lobby committed to an Indigenous Voice to Parliament.“There’s a debate going on that the detail should be fleshed out beforehand but if the general view is that [an Indigenous Voice to Parliament] is a question of principle ... that means placing some trust in people,” said Mr Wylie, chief executive of Tanarra Capital.

Gilbert + Tobin managing partner Danny Gilbert is also on the board and has forcefully advocated for a vote on the referendum ahead of the model being finalised, arguing that taking a fully formed model to a referendum would only give detractors more material to filibuster or object to.

Professor Langton co-chaired an advisory panel on the Voice for the Morrison ­government and said most Indigenous people believed legislation should be tabled in parliament “before the referendum”.Ms Burney has said a referendum question on the Voice would likely avoid prescribing a specific model ahead of the vote, with the detail to be decided in parliament if Australians backed the body to be protected in the Constitution.
