The railway workers' union says the fatal train derailment at Wallan might have been prevented if the service had been running under Victorian rather than national rail regulations.

"The ATSB and Victoria's chief investigator, Transport Safety, has now completed the majority of their onsite evidence collection work for the Wallan XPT train derailment," the statement said.

The ATSB will release a preliminary report in about a month, while the final report coming in about 18 months. "Railways generally are very safe but when something goes wrong it's rarely that that is the sole factor in an accident," he said.
