The NSW Department of Education will stop training teachers in a reading program used by three in five public schools after a review found it overlooked key research on effective ways to teach literacy.

But when rules limiting its use to those schools alone were dropped 10 years ago, it became regarded as a program all schools could use and there was a "perception that L3 was rigorous and endorsed by the department", the review said.L3 involves a classroom teacher working with small groups of two or three students while others work on literacy activities independently, as well as doing short, whole-class lessons in phonics.

It did not reflect the systematic approach to phonics that the centre has identified as the most effective way to teach reading, particularly for children with reading difficulties. Some educators liked L3 because the intensive training involved filling gaps in their own preparation to teach reading, the report said."Their students did not work independently and struggled with limited supervision for a significant period of time," the review said.

The department should also collect data on programs each school is using to better track students through different schools and identify programs worth evaluating more closely.
