She referred to stories he had sought from people he believed to be adults, about purported sexual experiences as young teenagers.Judge Vernon referred to them as being at the "lower end" of the range as there was no evidence Cowan thought they were children.She said one story depicted force and degradation.
Judge Vernon said "general deterrence" was paramount and the sentence needed to reflect the "abhorrence" with which the community viewed the offending.
