But cases are also spiking outside the 36 identified hotspot suburbs. Kensington and Flemington in Melbourne City Council are at risk of being added to list of COVID-19 lockdown zones. Yarra Council, despite having no suburbs in lockdown, has one of the worst infection rates among local government areas. It has 14 active cases – compared with two a week ago – at an infection rate of 14 cases per 100,000 people.An active coronavirus case is someone who has tested positive in recent days, who has not yet recovered.
