The government will decide whether a decision by councillors to reject plans for a so-called ‘super prison’ on the border of Chorley and Leyland should be overturned – after an MP echoed residents’ concerns over road safety.
A proposal to build a 1,715-inmate category C jail – on land next to the existing Wymott and Garth lock-ups in the village of Ulnes Walton – sparked uproar amongst locals when it was first put forward last year. The Ministry of Justice claimed that the plot was the only one suitable to house new detention facilities anywhere in the North West – out of more than a dozen others which were also considered.
Ms. Fletcher said that the survey had highlighted “specific concerns about increased road congestion, lack of public transport options, road safety, loss of green space and noise pollution”. “There are [parts] of those access roads that are that small they haven’t got a white line down the middle of the road. And where’s the public transport option? You need to reopen Midge Hall [railway station], and to put a walking and cycle pathway from Midge Hall down to a north west access to the site.”
“The decision will be taken by DLUHC [the Department for Levelling Up, Housing and Communities] with reference to surrounding infrastructure. Residents are clear that this is not an objection to the prison itself, but that if the prison is to be built, huge infrastructural change is required. This is good news for the local community and I am pleased that ministers listened to the views of residents to ensure we have the infrastructure that we need.
