That's probably because the bureaucrats/ministers involved in setting up the security were not paying enough attention to the health officials.
Remember the snake. If there was potentially a snake in the bed, would you get in? Understanding the nuts and bolts of quarantine is important. Victoria needs to learn that lesson and we all need to remember what happens if you don’t take heed. Thoroughness is the third lesson. An infected person needs to understand what isolation means and there need to be checks. If someone had some anthrax powder in a sports bag, would you be happy for them to be told to be a good person and to be careful, nothing more?You get what you inspect, not what you expect. Do you always put the supermarket trolley back where it should be? Sadly, as there is no check, no penalty if you don’t, plenty of people simply don’t bother to do the right thing.
