Premier Jacinta Allan has come under fire for failing to address Victoria’s surging levels of crime, with shadow police minister Brad Battin accusing the government of having its “head in the sand”.

“Jacinta Allan has been in power for 12 months tomorrow, and yet crime statistics are out of control and people are less safe,” Mr Battin said during a press conference. Of particular concern to Mr Battin is the alarming rise in youth crime, with the number of offences committed by those under 18 increasing by 20.1 per cent to reach their highest levels since 2010.

The reform included raising the age of criminal responsibility from 10 to 12, and writing the principle of doli incapax into the law – the presumption that a child aged 10 to 14 is incapable of criminal intent.

“There used to be amazing programs, Operation New Start, the ROPES program for Victoria Police. They all were interactive and community-based, programs that engage with young people … who are entering the justice system,” he said.
