An executive summary of the incident also revealed that “arrangements had been made for at least one ambulance to arrive at the during the Minister’s visit containing an individual who presented as a patient and was triaged by UCC staff, despite not requiring medical treatment”. “Each of those individuals were registered as patients in the intake system prior to the minister arriving and their arrangements were cancelled, and the patients left the after the minister departed, without any treatment being administered,” the summary read.
The investigation concluded that the fake patients may have caused “increased stress” for staff members working that day but that no resources were diverted from genuine patients, although it was suggested there was a “real possibility” of that happening and “patient care could have been impacted by the presence of patients who were not in genuine need of medical care”.
