|Daniel Andrews says human rights considerations are not the first considerations made under state of disaster powers, arguing it is "far more important" to protect lives than worry about their rights. The Victoria Premier said the imposition of curfews was about giving law enforcement "the easiest set of rules to enforce" claiming it would remain in place because it was not a matter of human rights, but rather a matter of human life.
"I apologise for people who can't go for a jog at 2am and I apologise to people who can't go do grocery shopping at midnight but the benefit far outweighs any cost or inconvenience," Mr Andrews said. The Premier unleashed on his detractors claiming they weren't people "burdened by actually ever having to make a decision".
