The idea that 55 per cent of young people will have a degree by 2035 is not just unrealistic, but fails to ask students what they want.

But Mr Norton will tell the AFR summit that such ambitions, especially when extended to students from indigenous, low-income, disability and regional and remote areas is “totally unrealistic”.“To reach population parity, as much as 60 per cent of this future enrolment increase in 2035 would need to come from these equity groups,” the report says.
“What is missing from this narrative is any interest in what students themselves might think or want to do with their lives,” Mr Norton, a professor in practice at the Australian National University, said. Mr Norton said he was perturbed by the language in the interim report that sees universities solely as the producer of skills for the professions, which in turn signalledover what universities will be funded to teach in the future.
