Karen Maley reports “NSW Premier Dominic Perrottet is champing at the bit to phase out stamp duty and replace it with a broad-based land tax” .The March 2022 report of the federal inquiry into housing affordability and supply in Australia recommended that “states and territories should adjust stamp duty brackets to redress decades of stamp duty bracket creep and that they should be indexed in line with inflation in the housing market”.
NSW has collected billions of dollars above budget estimates in stamp duty revenue, with declining transaction numbers.Consideration should be given to the data showing transaction number and stamp duty revenue uplift when stamp duty rates are reduced.Premiers, ACT have failed on land tax, two issues should be remembered. First, premiers are rightfully concerned about the prohibitive levels of land tax, all of their own making.
The culture of bureaucrats assumes applicants should not be admitted unless they can prove there is no reason to decline them.This situation appears to be the result of years of overlaid changes in policy and visa types, requirements, documents and processes that inhibit efficient assessments. Instead of simply scrambling for ways to increase energy supply, reducing demand is another obvious solution.The International Energy Agency advocates for energy efficiency as an underutilised means to support economic growth, ensure energy-system security, and improve human health.
