BREAKING: A man has been arrested amid a major police operation at the intersection of Flinders Street and Williams Street in Melbourne's CBD. Police have requested members of the public avoid the area.

"He had both hands to the air, almost in a praying stance, I don't know whether it was that, kind of arms to the sky, looking to heaven.

"The Critical Incident Response Team and local police arrested the man at the intersection of William Street."Traffic was stopped at the corner of Flinders and William streets, with seven police vehicles creating a barricade at the intersection as a police helicopter is flew overhead. A police tow truck removed silver sedan parked on Flinders Street under the rail bridge about 3.15pm.
