JUST IN: The PM says Australia is open to bringing visitors from New Zealand, as long as travellers were not coming from hotspots. 9News

He said it was possible the new travel arrangement with New Zealand could be in place by Christmas, touting it both as a bonus for the tourism industry and as a help for Australians seeking to come home.

However, the arrangement will depend on a system being in place to identify hotspots in New Zealand as well as Australia.But seven of eight jurisdictions have agreed to using a hotspot model as a rubric for reopening the states.
