Nottingham Forest would have faced an extraordinary 13-point deduction, even more than Everton’s original punishment, if the independent commission listened to the recommended punishment outlined by Premier League CEO Richard Masters.that Forest would have faced a much bigger penalty if Masters’ suggestion was taken into account.
Forest were deducted four points this month after being charged with breaching the Premier League Profit and Sustainability Rules. The initial punishment was a six-point penalty which was reduced to four points due to the club’s compliance in the investigation. However, when speaking to the Department for Digital, Culture, Media and Sport, Premier League CEO Masters recommended that any breach should be a six-point deduction with every £5million over the limit adding a further point.Maguire explains that Forest’s penalty is “confusing” because their £34.5million overspend should have been recommended a 13-point deduction by the Premier League.
