Disaster agency Resilience NSW will be scaled down, and transformed to a leaner body focused on responding in the first 100 days following a disaster.

The premier said the government would accept all 28 recommendations, including to set up a permanent state emergency operations centre led by a new deputy police commissioner. In Lismore to release the report on Wednesday, the premier acknowledged flooding across the state in the first half of 2022, but said “nowhere has it been worse, or as devastating, traumatic and distressing for our communities as in the Northern Rivers.”

Perrottet flew to the Northern Rivers on Wednesday to announce the government’s response to the inquiry, which was commissioned to investigate the causes of the region’s deadly floods earlier this year. The new reconstruction agency, modelled off the Queensland Reconstruction Authority, will be tasked with improving risk reduction and disaster adaptation in high-risk areas as well as sourcing funding from state, Commonwealth and philanthropic sources.
