The death of a dolphin in Adelaide's Port River is partly blamed on red tape by rescuers who claim they were prevented by authorities from attending to the animal earlier.

While Mr Machado said marine experts were"furious" and"disappointed" in the bureaucracy, he did not solely put blame on the department.

"But unfortunately, there are other people not within the department that have influence over this and will stop me from doing things. "The advice we received is that every possible effort was made to save the dolphin, but adverse conditions hampered rescue attempts," the spokesperson said. "We appreciate Mr Machado's efforts to help and we will work with him to make sure future rescue operations are carried out as quickly as possible."
