Xavier is just too good.

The mutant terrorist Magneto had a stroke of genius when he began using an anti-telepath helmet to face down his former friend Professor Charles Xavier, but the X-Men's founder can't be beaten so easily. Professor X has proved that some minor preparation make the iconic accessory ultimately useless.

Over the years, even heroes such as the Avengers and X-Men found the anti-telepathy helmet to be incredibly useful.

Charles Xavier's Skill Makes Anti-Telepath Measures Pointless In X-Men Legacy #225 by writer Mike Carey and artist Phil Briones, Xavier infiltrates the base of Exodus and the Acolytes, who fight on behalf of mutant superiority. The evil mutants believe their base to be impenetrable because of the facility’s booby traps.

No Armor Can Beat the X-Men's Creative Potential Exodus and Omega Sentinel deduce that Xavier psychically accessed their minds before he arrived. He made them think they activated their psi-shields, when in actuality they never did. With full control of their minds, Xavier had Tempo sabotage their traps and wiped her memory of doing so immediately after.

While objects such as Magneto’s helmet can protect the mind from psychic infiltration, the true power of a telepath is to warp their victim's idea of reality. Telepathic attacks can implant ideas for future activation, create illusions that make the victim vulnerable, and change their memories of events. Any time Xavier is able to face Magneto without his helmet - such as all the times Magneto has lost to the X-Men - he could plant ideas and erase memories as he chose.
