The legislation states that a prescribed person "need not report a suspicion" if they have already informed authorities or "believe on reasonable grounds that the Department is already aware of the information". "The intent behind these principles has been lost, and without real systemic change, this bill won't fix it," she said.Ms Valentine told ABC Radio Adelaide on Tuesday she was particularly concerned about the wording of the new legislation."It's a change of wording, and the wording basically goes from, 'they must do this', which are directions which the department must take, to, 'they may', 'they may do this, they may not'.

Ms Franks said there were unanticipated consequences when the state's child protection legislation changed in 2017 to make child safety the paramount consideration. "If changes aren't made, I'm afraid to say that we'll be back here in five years time saying why didn't we have the courage to make these changes," he said.

Mr Schrapel said safety remains a "fundamental part" of a child's best interest and the government amending the legislation would not "jettison" child safety.
