A 2News Investigation found the Utah Board of Pardons and Parole failed to conduct an administrative review back in 2016 for a man who brutally shot and beat his wife and almost killed her friend. wendy_halloran

Val Santarromana is currently serving a fifteen year to life sentence in the Utah State prison and the Board set his original parole hearing for this November despite no such review even though it’s laid out under Utah’s Administrative Code under the state’s Rulemaking Act.

According to state administrative rule R671 – 201, within six months after Santarromana was sent to prison, the Board was supposed to conduct the review because he was committed to prison for homicide offenses, which are eligible for parole which includes attempted aggravated murder. This mistake the Board is calling “inadvertent” has left his victims fearing the reality that the man who tried to kill them and almost succeeded, could potentially be granted parole later this year.Santarromana held Andrus captive in the basement for three hours after shooting her friend Jai. This is what she says about her now ex-husband before that day in August 2015 when he held her hostage.

“We can't make mistakes like this. Anytime you victimize a victim again, it's not ok. It will never be ok,” she says.
