Homeowners are worried new planning rules that pave the way for the Andrews government’s signature rail project will restrict development and weigh on home values.

But even before the tunnel boring machines get to work, planning rules quietly gazetted by the state government in late September will affect landowners – be they residents, investors or businesses – in the immediate vicinity of the proposed underground rail line.

So many people who are being directly affected have no idea or very little idea because we have a very high non-English-speaking population.“If a determining authority objects to a proposal, the responsible authority is bound to refuse the permit on those grounds,” Ms Eastoe said. The purpose of the second overlay is to protect the tunnel after it is built from damage by developments that might have deep foundations or basements.

In some sections of the SCO15 overlay, where the tunnels are further down, the rules are a little less onerous. Government documents warn that there is “likely to be some increase in planning permit applications” due to the overlay.Government maps show the controlled area is roughly 200 metres or more at its widest, and narrower in other sections, running the length of the rail loop’s first stage through Melbourne’s south-east and effectively taking in hundreds of hectares of suburban land.

The government could or would not quantify the number of homes affected by SCO15 across the four municipalities, in addition to about 300 homes and businesses that will be compulsorily acquired to make way for the tunnel and the six stations.have better estimates. The City of Whitehorse estimated the SCO15 affects 1435 addresses in the municipality.

Dan Andrews operates by ‘stitching together factional deals’: CredlinDan Andrews operates by ‘stitching together factional deals’: CredlinIn Victoria, “stitching together factional deals” is how Victorian Premier Daniel Andrews operates, reveals Sky News host Peta Credlin in her investigation ‘The Cult of Daniel Andrews’. “It’s the factions that wield the real power in Canberra. The factions choose who sits in the Prime Minister’s cabinet, not Anthony Albanese – the factions choose,” Ms Credlin said. Mr Andrews had been a “factional warrior of the socialist left” for years, and to “get ahead, he knew he had to get runs on the board for his faction”. “But standing in the way wasn’t the Liberal party … it was the right faction of Labor and their powerbroker Adem Somyurek,” Ms Credlin said. “Inside Victorian Labor, Somyurek often stood in Andrews’ way until he was caught red-handed in a sting that wiped him out and concentrated even more power in the hands of the Premier.” Ms Credlin discussed this with Mr Somyurek in her investigation.
