Ambulance officers noticed two people ordering around 20 KFC meals at 1.30am, with their car's registration leading police to a townhouse where there were 16 people 'hiding out the back'.

People in metropolitan Melbourne and Mitchell Shire can be fined $1652 if they are caught outside their homes for reasons other than work, exercise, purchasing essential items, receiving healthcare or caregiving requirements.

Commissioner Patton said there were 30 Australian Defence Forces staff assisting at those checkpoints. "It is, however, important for people to adhere to the limit of two people and to practise physical distancing," a Health Department spokeswoman said on Friday. In another incident on Friday morning, a Docklands couple were turned away from a checkpoint at Lang Lang at 1.30am, as they tried to drive to a Phillip Island holiday house.
