The Royal Commission has handed down its final report into the Robodebt scandal, which has revealed it 'recommends referrals of individuals for civil and criminal prosecution'.

Royal Commissioner Catherine Holmes delivered her report, which is more than 990 pages, to Governor-General David Hurley on Friday morning.
