San Francisco’s Board of Supervisors will have to vote this summer on whether to adopt the proposals in part or in whole. But the process is already proving to be a major test for San Francisco’s famously liberal citizens who have turned to the right of late due a rise in crime and homelessness.reparations were a way to tell black San Franciscans that “we know we have a debt we’re going to make every effort to pay”.
In the case of San Francisco, the report notes that it was a stronghold for the Ku Klux Klan and during the period known as “urban renewal” in the 50s black residents were excluded from buying homes. Black people once made up around 15 per cent of the city but they have been driven out by the factors which the reparations seek to make amends for.
The committee arrived at the $5m figure in a way that was “less scientific than it might suggest”, Mr McDonnell said. The report also suggests debt forgiveness that clears “all educational, personal, credit card and payday loan” debts and an expansion of black-owned banks.
