NDIS Minister Bill Shorten has lashed Scott Morrison's response to the Royal Commission's scathing report into the Robodebt scheme, as Prime Minister Anthony Albanese also reacts to his predecessor's fiery speech in parliament.

The former prime minister addressed parliament on Monday for the first time since the findings of the report were handed down last month.

Mr Shorten reacted to the former prime minister's speech on Tuesday morning during an interview with Sky News Australia. "Mr Morrison is very defensive, but at the end of the day this was successive Coalition governments breaking their own laws and going after the vulnerable. They're the real victims."

The report criticised Mr Morrison for not making proper inquiries while in his role as to why his department backflipped on its stance that the scheme required legislative change. "There were hundreds of questions and comments in Question Time. All of our electorate offices were inundated by complaints.

"No blame attaches to him. It's remarkable. I mean, what does he think his job was as Minister?" Mr Shorten said. "They are wrong, unsubstantiated and contradicted by clear documentary evidence presented to the commission," he said on Monday.
