Elmer Funke Kupper said the risk of harm from wagering had “materially increased” since the rise of social media, smartphones and targeted online advertising.

“They might say ‘We’re not targeting children’, and that may well be true, but that doesn’t mean the target isn’t being reached. One in four children can name at least one gambling brand,” Mr Funke Kupper said.“This suggests the exposure to these brands, on mainstream or social media or by logos on a footy jumper, is having an effect. The reason advertising has grown so much is because it works.”meeting with gambling companies, sports bodies, media companies and anti-gambling groups.
The gambling industry says the proposals go too far, and harms can be mitigated by caps on the number of ads people see, age restrictions, and the ability to opt out of ads. On the other hand, advocates for a total ban have criticised the proposal as capitulating to the media and gambling industry.
