The interest in regional and rural Victoria intensified on WednesdayThat's because regional Victoria is "on the cusp" of meeting one of the benchmarks needed to get to step three — a rolling average of fewer than five new cases a day.This figure is calculated by averaging out the number of new coronavirus cases recorded over the past 14 days.

That gives contact tracers 48 hours to investigate a case and make an initial assessment on whether the source of the infection is known or not.
