An analysis of almost two decades of Higher School Certificate data contradicts the declining results among NSW's top students in global reading, maths and science tests, showing more students are achieving top results in similar HSC subjects.

Professor Tognolini, who is the director of the university's Educational Measurement and Assessment Hub, said a key difference between the HSC and PISA was the motivation of students sitting them, with much at stake for students sitting the HSC but little or nothing for those sitting PISA."In many other countries ... with different test cultures, students are encouraged to take the opportunity to represent their country when they do PISA," Professor Tognolini said.

In general maths, there has also been an upward trend, particularly between 2001 and 2011, when the proportion of students achieving band six grew steadily from 1.5 per cent to seven per cent . "We shouldn't be racing off and making policy changes and apportioning blame on the basis of a single test score, that, to be honest, has little significance to those students who are asked to complete the test as part of the international sampling exercise."
