A report by the Australian Strategic Policy Institute warns that Chinese community groups are being cultivated to whitewash human rights abuses in Xinjiang province.

Researchers claim the party is also systematically harvesting information on the diaspora, creating databases to strengthen its overseas surveillance and interference work. “The influence of CCP-linked community groups extends well beyond the Xinjiang diaspora, and some groups have secured the open or tacit endorsement of local politicians while influencing local public opinion,” the report said.One such group the institute identified is known as the South Australian Xinjiang Association, which is dominated by Han Chinese and marched in Australia Day celebrations in 2018, despite objections from local Uighurs.
With other Chinese groups taking a pro-Beijing line on issues such as rejecting Taiwanese independence, the report warned politicians need to be wary about legitimising such organisations, with greater transparency and understanding required of the links between nominally independent groups and the Communist Party.
