He also recommended the government establish an alliance of state and federal law enforcement entities to tackle criminal conduct at government construction sites. Premier Jacinta Allan said Mr Wilson's investigation exposed a "rotten culture" in Victoria's construction sector. "Unions are meant to keep people safe — we are making sure that people coming forward with information about conduct on worksites have the complaints processes and protections they deserve."Among Mr Wilson's recommendations were several proposed changes to the Labor Hire Licensing Act to tighten the "fit and proper person" test for senior positions in the sector.
