EXCLUSIVE: Victoria's Parliament is set to debate a fresh proposal to strengthen the corruption watchdog's powers to investigate misconduct, even if no criminal offence has been committed.
The Greens bill, seen exclusively by Sky News Australia, would expand the IBAC's scope, bringing it in line with other commissions around the country.

Picture: David Caird The Liberal and National Coalition are considering their position on the bill, given its 14 votes seen could be crucial alongside the Greens four members to put the bill within one vote of passing.
The developments on the integrity bill come as the Coalition seeks support for an Upper House select committee inquiry into the cancellation of the Commonwealth Games.
