False claims move fast. Challenging them rarely stops them. But this referendum is a moment in history that could be decided by misinformation spreading across social media.

“This is the biggest change to our Constitution in our country’s history,” Dutton said on Wednesday. That is overblown rhetoric on any measure: the 1928 referendum defined federal relations with the states, the 1946 referendum delivered federal power over medical and pharmaceutical benefits and the 1967 referendum included Indigenous people in the population.

The truth is that everything in Australia is subject to a High Court decision. And the truth is that the Voice would certainly be subject to parliament: the second provision of the change says, explicitly, that the parliament will decide the composition, functions, powers and procedures of the Voice. This provision would be written into the Constitution.

Is Albanese being dishonest? No. The details have not been decided – that will be up to the parliament. The prime minister is, however, trying to glide over the questions of detail in the hope he can smooth the way to victory. The biggest fact to emerge about the Voice this week was his promise it would be a “committee” of Indigenous Australians. That suggests a small size, without a big bureaucracy. One big claim could spread faster than any.
