“Most of the people [who live here] either come from war-torn countries or come from refugee camps," she said. "[The fences are] a reminder of those experiences where they were fighting for their lives. On Sunday, Chief Health Officer Brett Sutton denied any involvement in the decision to put up fenced-off yards for residents.
Premier Daniel Andrews called the scenes "challenging", but rebuffed criticism of the fences distressing vulnerable residents.
