The top winners in Texas Lotto history aren't only Texans. Data shows visitors have also won big.

The Express-News mapped out the biggest winners from every Texas county over the last 31 years using this data. The winners represented for each county are based on where they reported living at the time, not necessarily where they bought the ticket.Some winners chose to remain anonymous after receiving their prize. The Texas Lottery Commission says that those who win $1 million or more can choose to suppress their identities from being shared.
Nine counties have never had a winner report that they lived there. This includes Borden, Kenedy and Loving Counties. These counties have smaller populations — Loving County, according to 2021 U.S. Census Bureau data — so there are not as many chances for people to come up with a winning ticket. Bexar County residents have hit on 21,967 Texas Lottery tickets since 1992, with 24 residents winning $1 million or more.The top winning ticket was claimed by the Rawson Seo Partnership — whose trustee is listed as Richard W. Jones of San Antonio, according to previous Express-News reporting. Jones took home the $24,686,336 cash value of the $32 million jackpot after buying the winning ticket from the Thelma Food Store in the 24900 block of Pleasanton Road on the South Side on Nov. 7, 2012.
