Domestic violence services in NSW are at 150 per cent capacity, with short-term refuge solutions like car parks being viewed as a response to the immediate crisis.
This car park in Newcastle, which can now be identified safely, became a temporary safe space for women fleeing violence.These safe spaces provide accommodation and support to women, with or without children, who are fleeing domestic violence .From April to June 2024 a three-month pilot project — which can only be detailed now — took place where women in Newcastle were provided with a safe place to sleep in their cars.
The location of the car park was undisclosed at the time, though it can be reported now due to the specific car park and facility space no longer being available for future re-runs of the project.Lou Johnston from Embrace People and Place, one of the community service providers behind the project, said experts did not see this pilot as a long-term solution but as a response to the immediate crisis in the region.
A Department of Communities and Justice spokesperson said the number of refuges announced in 2021 was an indicative figure, and that the plan now stood at 49 new refuges instead of 75.They confirmed only eight of these now 49 new refuges had been built and were operational. WCS's acting chief executive officer Neesha Eckersley says service providers are "acutely aware" of the chronic shortages in NSW.
In separate statements, both Prevention of Domestic Violence and Sexual Assault Minister Jodie Harrison and Housing and Homelessness Minister Rose Jackson acknowledged that women fleeing violence needed a safe place to go."The 2024-25 NSW budget included … an investment of $5.1 billion for Homes NSW to deliver 8,400 social homes, with half of these prioritised for victim-survivors of domestic violence," Ms Jackson said.
Some services have suggested vacant and disused residential buildings or hotels be repurposed into crisis accommodation, though long-term solutions are needed.Domestic Violence NSW said as per their analysis the state had one of the lowest per-capita spend on domestic and family violence services in Australia.
